How to Operate a Scissor Lift Safely

First, the disambiguation, because two very different machines share this name. This guide is about the aerial work platform kind: a self-propelled machine that raises a railed platform with people standing on it, up to 39 feet in the models we stock. If you are looking for the automotive kind that raises a car a few feet off the shop floor for service, that is a different machine with different rules, and our vehicle scissor lift guide is the page you want.
The single most useful fact about operating this machine: OSHA does not classify it as an aerial lift at all. It meets the definition of a scaffold, so it is governed by the scaffold standard rather than the aerial lift standard. That one classification decides your fall protection, and it is the thing most people get wrong.

If it is the automotive kind you actually want, stop here and read that guide instead. Everything below applies to the first column only. The rest of the industry calls these mobile elevating work platforms, or MEWPs, and that term is worth knowing because it is what the current standards use.
The Rules That Actually Apply
This is where most operators carry a wrong assumption, and it is worth correcting carefully.
OSHA does not treat a scissor lift as an aerial lift. The aerial lift provisions cover boom-type platforms. A scissor lift raises straight up on a fixed base, which puts it inside the definition of a scaffold, so it falls under the scaffold standard at 1926.451, and because it moves, under the mobile scaffold provisions at 1926.452(w).
What that means for fall protection
Here is the practical consequence, stated plainly:
- On a scissor lift, neither 1926.451 nor 1926.452(w) requires workers to tie off, provided the guardrail system is complete and properly maintained. The guardrails are the fall protection.
- On a boom lift, workers must be tied off, under 1926.453(b)(2)(v). Different machine, different standard, different answer.
Read the condition in that first bullet carefully, because it is doing all the work. The exemption depends entirely on the guardrails being intact and maintained. A missing chain, a gate that will not latch, a rail removed to pass material through, and the protection you were relying on is gone. Also note that your employer, your site, or the machine's own manual can require a harness anyway, and plenty do. Follow the strictest rule that applies to you, not the most convenient one.
Training, Familiarization, and Records
OSHA's own investigations concluded that most scissor lift injuries and fatalities traced back to employers not providing enough training. That is an unusually direct finding and it is worth taking at face value.
The current ANSI standards, effective June 2020, split into three: A92.20 for design, A92.22 for safe use, and A92.24 for training. Three things in them catch people out:
- Training and familiarization are separate. General operator training covers the class of machine. Familiarization covers the specific model in front of you, its controls, and its quirks. Being trained does not mean being familiarized.
- A risk assessment and a rescue plan are required. Before the work, you assess the hazards of that task in that environment, and you have a plan for getting someone down from an elevated platform who cannot get themselves down.
- Records must be kept for at least four years, dated, covering training, retraining, and familiarization.
Dealers and rental companies are also obliged to offer familiarization on request when you buy, rent, or lease. If you are taking delivery of a machine and nobody has offered, ask.
The Numbers That Keep You Alive
Five specs on the plate matter more than everything else combined, and two of them are routinely misread.
Working height is not platform height
Manufacturers publish both, and they differ by roughly six feet because working height assumes a person of average height reaching up from the deck. Our tallest unit, the Ekko ES120E, lists 39 ft platform height and 45 ft working height. If you need to physically stand at 39 feet, the platform number is your number. Buying on the working height figure is how people end up six feet short.
Tilt limit is not gradeability
This confusion is genuinely dangerous. The ES120E lists gradeability of 30 percent and a maximum tilt angle of 3 degrees front, 1.5 degrees left and right. Those describe two completely different situations. Gradeability is what the machine can climb stowed. The tilt angle is the maximum slope you may be on elevated. Three degrees is roughly a 5 percent grade. A slope the machine will happily drive up folded will tip it over raised, which is why these units have tilt alarms and why you never treat the alarm as advisory.
Load rating, and the extension deck's separate rating
The platform figure covers everyone and everything on it: people, tools, and material. Then check the second number, because the slide-out extension deck carries its own, much lower rating. On the ES120E the platform is rated 700 lb and the extension deck only 265 lb. Two workers standing out on the extension can breach that without going anywhere near the platform total.
Capacity does not rise with height or price
Worth checking rather than assuming. In our own range the ES80E carries 990 lb, which is more than either taller and more expensive model above it, both rated 700 lb. If load matters more to you than reach, the middle of a lineup is often the answer.
Indoor or outdoor, and the wind rating
Not every machine may be used outside at all. The ES120E publishes a maximum wind speed of 0 m/s for both indoor and outdoor use, and rates two workers indoors with no outdoor worker rating: it is an interior machine. The ES100E, by contrast, is rated for two workers indoors and one outdoors. Where outdoor use is permitted, machines are commonly limited to winds under about 28 mph, and wind is measured at platform height rather than at ground level where it always feels calmer.
The Pre-Use Inspection
Every shift, before the first lift, on the ground.
- Guardrails, gates, and chains. All present, all secure, gate latches working. This is your fall protection, so it is first.
- Tires and wheels. Damage, embedded debris, loose fasteners.
- Hydraulics. Leaks under the machine, damaged hoses, fluid level.
- Controls, both sets. Platform controls and ground controls, including the emergency stop at each station and the emergency lowering function. Test them before you need them.
- Battery and charge state. Enough to finish the task and get back down under power.
- Structure. The scissor stack, pins, and welds. Any deformation is a stop.
- Decals and the load plate. Legible. If you cannot read the capacity, you cannot confirm you are under it.
Then walk the route and the work area: floor condition, drop-offs, floor openings, overhead obstructions, and anything electrical.

1. Set up
Position on a firm, level surface away from hazards. Check for slope against the tilt limit, not against how it looks. Look up before you look anywhere else: overhead obstructions and power lines are the ones that get missed. Isolate the area or set up traffic control so other equipment cannot contact the machine, and confirm the floor can take the load. These are not light machines; ours run from about 3,256 lb up to 6,490 lb before anyone climbs aboard.
2. Get on properly
Use the access point provided, maintain three points of contact, and close the gate behind you. Do not climb the guardrails to get in.
3. Elevate
Confirm the load is within rating and distributed sensibly, then raise smoothly. Watch the platform up rather than looking at the controls. If a tilt or overload alarm sounds, lower and fix the cause. Alarms on these machines are not suggestions.
4. Work from the platform
Keep both feet on the deck. Do not stand on the rails, on a bucket, or on a ladder set on the platform to gain height. If you cannot reach it, reposition the machine or get a taller one. Keep your body inside the rails and pull material in rather than leaning out for it.
5. Moving, elevated or not
Follow the manufacturer's instructions on movement, which usually rules out moving the machine while elevated at all. Where a machine does permit it, it is deliberately crippled to make it survivable: the ES120E drops from 3.2 km/h stowed to 0.8 km/h elevated, four times slower. Its ground clearance also drops from 3.74 inches to 0.78 inches when raised, because pothole protection deploys. That is precisely why you cannot drive over debris or a floor joint while up.
6. Stow it
Lower fully, park clear of traffic and doorways, chock or brake it, remove the key, and plug it in. Fold the guardrails to clear a doorway if you need to move it between rooms. Report any fault you found so the next person does not discover it at height.
The Hazards OSHA Names
OSHA's guidance concentrates on three control areas: fall protection, stabilization, and positioning. They map onto four ways people get hurt.
Falls
Guardrails prevent them, which is why the whole fall-protection exemption depends on those rails being complete. Removing a rail to pass material through removes the protection.
Tip-overs
Almost always unstable ground or bad weight distribution. Soft ground, a slope past the tilt limit, driving elevated, or overloading one end. This is why the tilt-versus-gradeability distinction earlier matters so much.
Electrocution
Stay at least 10 feet from power lines and transformers. The detail people miss: electricity can arc across an air gap, so neither you nor the machine has to touch a line for you to be electrocuted. Ten feet is a minimum for lower voltages, and higher voltages need more. If you do not know the voltage, treat it as high.
Crushing
These are heavy mobile machines and behave like vehicles on a busy site. People get caught between the platform and an overhead structure, or struck at ground level by a machine being repositioned. Traffic control and spotters are the controls.
Never Do These
- Never operate with guardrails removed, damaged, or gates unlatched. Removing them removes your legal fall protection and your actual fall protection at the same time.
- Never stand on the rails or add anything to gain height. No ladders, no boxes, no standing on the toe board.
- Never exceed the platform or the extension deck rating. They are two different numbers.
- Never move elevated unless the manual explicitly allows it, and never over uneven ground, debris, or a floor joint even then.
- Never use an indoor-rated machine outdoors. A 0 m/s wind rating means what it says.
- Never override or ignore a tilt or overload alarm. Lower, fix the cause, start again.
- Never operate without training and familiarization on that specific model. Being certified on a boom lift is not being certified on this.

Do you need a harness on a scissor lift?
Under OSHA, generally not, provided the guardrail system is complete and properly maintained, because scissor lifts are covered by the scaffold standard rather than the aerial lift standard. Boom lifts are different and do require tie-off. That said, your employer, the site, or the machine's manual may require a harness anyway, and if the guardrails are compromised in any way the exemption no longer applies. Follow the strictest requirement that applies to your job.
Is a scissor lift an aerial lift under OSHA?
No. OSHA has stated that scissor lifts do not fall within the aerial lift categories and are instead treated as scaffolds, so they are governed by the scaffold standard at 1926.451 and, because they are mobile, the mobile scaffold provisions at 1926.452(w). Can you move a scissor lift while it is raised?
Usually not, and you must follow the manufacturer's instructions, which commonly prohibit it. Where a machine does allow it, travel speed is deliberately restricted: the ES120E drops from 3.2 km/h stowed to 0.8 km/h elevated. Ground clearance also falls from 3.74 inches to 0.78 inches when raised because pothole protection deploys, so driving over debris or a floor joint while elevated is a tip-over risk.
How close can a scissor lift get to power lines?

Those are different situations and confusing them causes tip-overs. Work from firm, level ground and treat the tilt alarm as a hard stop.
What training does OSHA require to operate a scissor lift?
